Cannabis City Guides covers licensed cannabis retail in Santa Rosa, California. Adult-use sales require you to be 21 with a valid government photo ID. DCC license data refreshed 22 Sep 2026 list 26 active retailer licenses (3 of them medical-only) and 3 active microbusiness licenses with a Santa Rosa address. This page lists Cannavine on Guerneville Road, SPARC on North Dutton Avenue, JANE on Armory Drive and Phenotopia on Dutton Avenue in Roseland, and explains where you can use cannabis, how SMART and the Sonoma County Airport fit in, and what is on the calendar.
No shop pays to be on this list. Every shop here holds an active state license, and shops run A to Z by name.

Santa Rosa at a glance
Santa Rosa is a storefront and pickup city, not a lounge city. DCC license data refreshed 22 Sep 2026 list 26 active retailer licenses and 3 active microbusiness licenses with a Santa Rosa address, and city code lets retailers open from 9 a.m. to 9 p.m. As of 23 Sep 2026 we found no city approval for on-site consumption at any Santa Rosa shop.
This page is for visitors who come for wine country, a race weekend or a flight into the Charles M. Schulz Sonoma County Airport (STS), and for locals comparing licensed shops. Buying is simple if you are 21 with a valid photo ID. Using it is the hard part: smoking is banned on Old Courthouse Square, at the downtown transit mall, in city parks and on SMART trains, and California hotels have been smoke-free by law since 1 Jan 2024, rooms included.
Santa Rosa also carries a piece of California cannabis history. The Emerald Cup moved to the Sonoma County Fairgrounds in 2013, and a Harvest Ball was scheduled there in December 2022. The most recent edition we could find was scheduled for Oakland in August 2024, so read it as history, not a 2026 plan.
Allowed
Allowed for adults 21+ on private property. Property owners can ban cannabis, so renters should check the lease.

SMART trains stop at three Santa Rosa stations: Santa Rosa North at 1500 Guerneville Road, Santa Rosa Downtown at 7 4th Street in Railroad Square, and Sonoma County Airport at 1130 Airport Boulevard. The line runs south from Windsor through Santa Rosa to Larkspur, with Healdsburg and Cloverdale listed as planned stations.
At Santa Rosa North, a bus stop for Santa Rosa CityBus and Sonoma County Transit sits next to the train on Guerneville Road, about 0.6 mile in a straight line from JANE and 0.8 mile from Cannavine. From Santa Rosa Downtown, the Santa Rosa Transit Mall is less than a quarter mile east and serves CityBus, Golden Gate Transit, Sonoma County Transit and Mendocino Transit. Hourly public parking covers Railroad Square and downtown.
Flying in? The SMART Connect shuttle links the Sonoma County Airport station to the Charles M. Schulz Sonoma County Airport (STS), which listed nonstop flights on Alaska Airlines, American Airlines, Southwest Airlines and Delta Air Lines as of 23 Sep 2026. The airport says smoking is not allowed inside or within 25 feet of any Sonoma County governmental building.
Do not pack cannabis for the flight home. Screening at STS is run by Trinity Technology Group, a TSA contractor, and TSA says it refers any illegal substance it finds to law enforcement. Cannabis is still illegal under federal law, so you cannot take it across state lines. Our tourist rules guide covers the details.

Of the four shops on this page, JANE and Cannavine are the closest to SMART's Santa Rosa North station at 1500 Guerneville Road, where Santa Rosa CityBus and Sonoma County Transit stop next to the platform. Cannavine, at 1831 Guerneville Road, is about 0.8 mile west of the station in a straight line, a walk Cannavine puts at about 20 minutes. Drivers leave US-101 at the Steele Lane/Guerneville Road exit and head west about a mile and a half.
Near Coddingtown, JANE is at 2074 Armory Drive, off the Steele Lane exit behind Santa Rosa Junior College, with free parking on site. It is about 0.6 mile in a straight line from Santa Rosa North, the closest of the four to that station. Two shops are on Dutton Avenue. SPARC, at 1061 North Dutton Avenue west of downtown, is about 0.7 mile in a straight line from SMART's Santa Rosa Downtown station and 0.8 mile from Santa Rosa North. Phenotopia is about a mile south on the same road, at 443 Dutton Avenue, Suite 11, in Roseland just south of Highway 12. At about 0.5 mile from Santa Rosa Downtown it is the closest shop on this page to that station, and it has free parking and bike racks on site.
Downtown, SMART's Santa Rosa Downtown station sits at 7 4th Street in Railroad Square, less than a quarter mile from the Santa Rosa Transit Mall (CityBus, Golden Gate Transit, Sonoma County Transit and Mendocino Transit). Public parking downtown and in Railroad Square is charged by the hour. Old Courthouse Square and the transit mall are no-smoking zones. Some licensed shops with a Santa Rosa mailing address, such as Redwood Herbal Alliance at 5270 Aero Drive, fall under Sonoma County rather than city jurisdiction in DCC records (refreshed 22 Sep 2026).

We found no farm you can visit (as of 23 Sep 2026). Since 1 Jul 2026, unincorporated Sonoma County requires a Use Permit for cannabis visitor-serving activities on some agricultural and rural parcels, and we found no farm that holds one.
The county caps small visitor activities at 25 attendees (50 if guests are shuttled in) and 104 activity days a year. Activities are limited to 10 a.m. to 10 p.m. and are banned in Very High Fire Hazard Severity Zones.
State rules still apply on top of the county permit. A licensed premises that is not open to the public is limited to employees and authorized business visitors, who must be escorted, and 4 CCR 15042(f) says: "A licensee shall not receive consideration or compensation for permitting an individual to enter the licensed premises."
Sonoma County Tourism, the county's visitor bureau, invites visitors to explore local cannabis farms, but its page names no permitted farm or activity. We found no record of any farm tour permitted under the new county rule, so this guide does not list one. In December 2022 The Press Democrat reported that selling cannabis to visitors on a farm was still forbidden under state law.

The Emerald Cup was a Santa Rosa fixture for about a decade, and we found no Santa Rosa edition after December 2022 (as of 23 Sep 2026). It began in Mendocino County in the early 2000s as an after-harvest party for Emerald Triangle growers (Press Democrat reports give 2003 and 2004) and moved to the Sonoma County Fairgrounds in 2013.
In May 2021 organizers announced that the awards show would move to Los Angeles the following March, and that a December harvest celebration would stay at the fairgrounds. Ahead of the December 2022 Harvest Ball, The Press Democrat reported that organizers expected more than 30,000 people and more than 100 cannabis vendors.
MJBizDaily reported on 3 Nov 2023, citing sources, that the 2023 Harvest Ball was canceled so organizers could focus on a 20th-anniversary event in the Bay Area. GreenState reported on 13 Aug 2024 that the 20th annual Emerald Cup was scheduled for the Henry J. Kaiser Center for the Arts in Oakland on 17-18 Aug 2024, after a 2023 edition at Richmond Pavilion.
The DCC event-organizer license held by EC Licensing LLC expired on 12 Dec 2024, and as of 23 Sep 2026 we found no active successor license or official 2026 or 2027 date. State temporary cannabis events, where on-site sales and consumption are allowed, can only be held at a county fair, a district agricultural association event or a venue a local jurisdiction approves.

Source · sonomacounty.ca.govSanta Rosa allows licensed cannabis retail under its Comprehensive Cannabis Ordinance, which the City Council adopted unanimously on 19 Dec 2017. Every cannabis business must be dual licensed: local approval from the city and a state license from the DCC.
A retailer needs a Conditional Use Permit and cannot open within 600 feet of another permitted cannabis retailer or a K-12 school. Retail hours run from 9 a.m. to 9 p.m., up to seven days a week, unless the permit sets shorter hours. Delivery is allowed only from a permitted shop with a physical storefront open to the public, so delivery-only businesses are not allowed in the city.
On taxes, Santa Rosa voters approved Measure D, the city's Cannabis Business Tax, on 6 Jun 2017. The city's tax page (Internet Archive capture, 15 Dec 2025) lists rates set by Council Resolution 2017-035: 3 percent for adult-use retail and 0 percent for medical retail, on top of the state's 15 percent excise tax. Confirm the current rate with the city.
The city's website blocks automated access, so these rules come from Internet Archive copies of the city code (21 Nov 2024) and the city cannabis pages (15 Dec 2025 and 6 Mar 2026). Check with the city if you need the current text.

Shops in unincorporated Sonoma County follow county rules, not Santa Rosa's. DCC records (refreshed 22 Sep 2026) place three active retailers with a Santa Rosa mailing address under county jurisdiction, including Redwood Herbal Alliance at 5270 Aero Drive.
The county allows no more than 9 cannabis storefront retailers at one time in the unincorporated area. Onsite consumption at a county storefront is allowed if it follows Sonoma County Code chapters 14 and 32, with odor controls for smoking areas. For fiscal year 2026-2027 the county's cannabis business tax on storefront and non-storefront retail is 3.0 percent of gross receipts.
Two county votes matter for visitors. On 9 Dec 2025 the Board of Supervisors adopted Ordinance Nos. 6536 and 6538, a new Cannabis Land Use Ordinance that took effect on 1 Jul 2026. On 19 May 2026 it adopted Ordinance No. 6566, which cut cultivation and manufacturing taxes to zero and kept the retail rate at 3 percent.

Check the license first. Every California retailer must display its state license in the window, and you can scan the QR code or search DCC's Real CA Cannabis site. DCC warns that some stores that look legitimate are not licensed and may sell untested products.
Bring a valid government photo ID showing you are 21 or older, and expect the state daily limit of 28.5 grams of non-concentrated cannabis and 8 grams of concentrate. If this is your first visit, our first dispensary visit guide explains what happens at the counter, and our label guide covers what the package tells you.
Plan where you will use it before you buy. Private property is allowed with the owner's permission, hotels are smoke-free by law, and public places like restaurants, bars, parks and Old Courthouse Square are off limits. In the car, keep it sealed or in the trunk.

No, not by smoking or vaping: California has made hotels smoke-free by law since 1 Jan 2024, guest rooms included. For edibles, the DCC says most hotels do not allow guests to use cannabis in their rooms, and property owners can ban it on private property. Ask the front desk, or check with the owner of a vacation rental, before you use anything.

We found none as of 23 Sep 2026. Santa Rosa City Code bars customers from consuming at a retailer unless the smoking rules, state law and the shop's permit allow it, and shops must post no-smoking notices at the door. Separately, Sonoma County Code section 26-26-045 allows onsite consumption at storefronts in unincorporated Sonoma County, outside city limits.

We found no farm you can visit (as of 23 Sep 2026).
