Oakland dispensaries: 7 licensed shops, Uptown to Montclair

This page, from the independent publisher Cannabis City Guides, lists licensed cannabis shops within the City of Oakland, California. Buying for adult use takes a valid photo ID proving you are at least 21. DCC license data refreshed 2 Nov 2026 list 11 active storefront retailer licenses at 11 Oakland addresses and three active microbusiness licenses at three more. Seven shops are profiled here, from Uptown to Montclair Village; Berkeley, Emeryville, Piedmont, Alameda and San Leandro are separate cities with their own licensing, so their shops are not covered.

Oakland lets a permitted dispensary add a place to consume cannabis under a second city permit, yet its smoking ordinance keeps cannabis smoke and vapor out of parks, trails, bus stops and the open-air areas of bars. DCC license data refreshed on 2 Nov 2026, pulled on 3 Nov 2026, show 11 active storefront retailer licenses at 11 different Oakland addresses, plus three active microbusiness licenses at three others. The city issues its own dispensary permits under Chapter 5.80 of the Municipal Code, which the City Council opened to adult-use sales with Ordinance 13464 on 28 Nov 2017.

This page covers the incorporated City of Oakland and nothing beyond it. Berkeley, Emeryville, Piedmont, Alameda and San Leandro are separate cities that license their own cannabis businesses, so stores there are left out even when they stand close to an Oakland street, and San Francisco and Hayward each have a page of their own on this site. All seven shops below, Oakland San Francisco Bay Airport at 1 Airport Drive and nine BART stations return Oakland city in the Census Bureau's geocoder.

The seven are grouped by where they sit and how a visitor gets there, with no ranking: two near 19th Street BART in Uptown, one on Park Boulevard east of Lake Merritt, one at Grand Lake, one in the Dimond District, one on the Embarcadero and one in Montclair Village. Each license was matched against DCC data refreshed 2 Nov 2026, and hours, phones and services come from the shops' own websites as read on 3 Nov 2026. None of them pays for a place on this page.

How buying works here

  1. 01Age and ID: Nobody under 21 may buy for adult use, and from 18 a buyer may purchase medicinal cannabis only with a physician's recommendation. Under 4 CCR 15404 the clerk checks a government photo ID showing name, birth date, height and gender, a military ID, or a passport, whether U.S. or foreign. Urbana's Oakland store keeps no medical menu and serves only adults 21 and over.
  2. 02Daily limit: 4 CCR 15409 caps one adult-use customer's purchases in a day at 28.5 grams of cannabis that is not concentrated, 8 grams of concentrate, counting what is inside edibles and vapes, and 6 immature plants. A medicinal patient may buy up to 8 ounces of dried flower a day, or more when the recommendation says so.
  3. 03Hours: Retail sales and deliveries may happen only from 6 am to 10 pm (4 CCR 15403). Of the seven shops, Oakanna opens first, at 6 am, and Urbana last, at 10 am; Element 7 in Montclair closes at 8 pm, while Oakanna and, from Thursday to Saturday, Kanna stay open until 10 pm, and Harborside's store list also gives 10 pm, though its delivery page says 9 pm.
  4. 04Tax: CDTFA's rate table puts Oakland's sales tax at 10.75 percent, the level since 1 Oct 2025, when a new half-cent city tax lifted it from 10.25 percent. California's cannabis excise tax adds 15 percent of gross receipts, and Urbana's site says state and local taxes are added to every product it sells.
  5. 05Delivery: Harborside and Kanna say they deliver; STIIIZY, Urbana, Ivy Hill, Oakanna and Element 7 take orders for pickup only. Under 4 CCR 15416 deliveries go only to physical addresses inside California; publicly owned land, buildings leased by a public agency, schools, day care centers and youth centers are all off limits.
  6. 06Paying: Kanna lists cash and debit cards, with credit cards added in one FAQ answer, Ivy Hill takes cash, debit, Apple Pay and Google Pay for walk-in and pickup orders, and Urbana says most sales are paid by debit or cash, with an ATM inside the store.

How do you get around Oakland by BART and bus?

Nine BART stations sit inside the city by the Census Bureau's boundaries: West Oakland, 12th Street Oakland City Center, 19th Street Oakland, MacArthur, Rockridge, Lake Merritt, Fruitvale, Coliseum and Oakland International Airport. Ashby station is in Berkeley and San Leandro station in San Leandro. Only two of the seven shops are within a quarter mile of a station, STIIIZY and Urbana, both near 19th Street; each of the others is at least 0.8 mile from the nearest one.

AC Transit covers the rest. Its Uptown Transit Center on Telegraph Avenue is about 0.04 mile from STIIIZY, Line 18 serves Park Boulevard by Ivy Hill and Mountain Boulevard by Element 7, Line 22 stops by Oakanna on Lakeshore Avenue and Line 57 by Kanna on MacArthur Boulevard, and the Tempo rapid bus, Line 1T, has a 20th Avenue station about 0.19 mile from Harborside.

None of these rides allows cannabis. BART's Customer Code of Conduct bans smoking tobacco and the possession, use or sale of any illicit substance anywhere on BART property, and in 2015 its board banned e-cigarettes and vaping devices across the system, with fines of $100, $200 and $500. AC Transit's Board Policy 216 forbids smoking and vaping in its buses, facilities and parking lots, and Penal Code 640 makes smoking on a transit vehicle or facility where the system prohibits it an infraction. By car, neither the driver nor a passenger may smoke or ingest cannabis (Vehicle Code 23221), and an opened package or loose flower belongs in the trunk: carried on the driver's person, it can cost up to $100 as an infraction (Vehicle Code 23222), and an open package anywhere a driver or passenger sits can bring a fine of up to $250 (HSC 11362.3 and 11362.4).

Neighborhoods, transit, parking

In Uptown, STIIIZY Oakland on Telegraph Avenue is about 0.14 mile from 19th Street station and about 0.07 mile from the Paramount Theatre, and Urbana, on West Grand Avenue near Broadway, is about 0.24 mile from the same station, with AC Transit's Broadway and West Grand stop about 0.02 mile away. East of Lake Merritt, Ivy Hill occupies the Parkway Theater building on Park Boulevard, about 0.84 mile from Lake Merritt station, and Line 18 stops at Park Boulevard and East 18th Street, about 0.02 mile away.

Around Grand Lake, Oakanna stands on Lakeshore Avenue just off Interstate 580 with a lot of its own, about 0.05 mile from Line 22's stop at Lake Park Avenue. It is not close to BART: 19th Street station is about 1.3 miles away.

Further out, Kanna is in the Dimond District on MacArthur Boulevard, about 1.8 miles from Fruitvale station, with Line 57 stopping about 0.02 mile away; Harborside is on the Embarcadero, about 1.2 miles from Fruitvale station and 0.19 mile from Tempo's 20th Avenue station; and Element 7 is in Montclair Village, about 2.6 miles from Rockridge station, with Line 18 stopping on Mountain Boulevard. Distances are measured in a straight line between DCC's premises point for each shop and BART's station position or AC Transit's stop list, so a walk will be longer.

Weather and when to visit

Oakland's airport station rarely runs hot: September brings the highest normal daytime temperature, 74.1 F, and January the lowest, at 57.7 F by day and 42.0 F at night. December is the wettest month at 3.84 in, while July averages no measurable rain at all, and a freezing night comes about two or three times in a normal year.

Which part of Oakland should you shop in?

Choose by where you are staying or what you came to see. Before a show at the Paramount or the Fox, STIIIZY Oakland is about 0.07 and 0.17 mile away; its store page gives an opening date of 30 Sep 2023 and names both theaters as neighbors. Urbana, on West Grand Avenue, calls itself just outside Uptown and is the only one of the seven whose own site describes a lounge at its Oakland store.

East of the lake, Ivy Hill sells from the Parkway Theater building on Park Boulevard and posts the same hours every day, 9 am to 9 pm. Oakanna, which says it is owned and run by people from Oakland, opens earliest of the seven at 6 am and has a large lot on site off Interstate 580.

Kanna calls itself a Black-owned business in the Dimond District and lists same-day delivery across Alameda and Contra Costa counties. Harborside, on the Embarcadero, opens at 7 am and runs curbside pickup from 8 am to 9 pm, and Element 7 serves Montclair Village. For any other Oakland address, look the store up in DCC's license search before you buy.

What else should a visitor know about Oakland?

Alameda County backed legal adult use by a wide margin: Proposition 64 carried the county 417,599 votes to 211,277 in Nov 2016, about 66.4 percent. Twelve years earlier, on 20 Jul 2004, the City Council had sent voters an initiative asking that private adult cannabis offenses become the city's lowest law enforcement priority.

The weather is mild all year. At the station at Oakland's airport, normal highs run from 57.7 F in January to 74.1 F in September and normal lows from 42.0 F in January to 56.9 F in August, and the five months from November to March bring 15.50 in of the 18.68 in that falls in a normal year. Highs reach 90 F on only five or six days a year. From November to April, visitors can catch Glowfari at the Oakland Zoo, Oakland Ballet's Nutcracker at the Paramount and two exhibitions at the Oakland Museum of California.

What are Oakland's own cannabis rules?

Every storefront in Oakland needs two approvals: a state retail license from the Department of Cannabis Control and a city dispensary permit under Chapter 5.80 of the Municipal Code, whose title changed to cover medical and adult-use dispensary permits once recreational sales were added. Ordinance 13464, passed on 28 Nov 2017, authorized adult-use retail sale, cultivation, distribution, testing and manufacturing under Chapters 5.80 and 5.81, and an earlier ordinance dated 28 Mar 2017 strengthened the city's equity permit program. Delivery-only dispensaries hold permits too, but the code says they are not open to the public (OMC 5.80.045).

The city's operating standards, restated by Ordinance 13843 in 2025, bar a dispensary from holding a state liquor license or running a business that sells alcohol, require that no cannabis odor be detectable outside, and allow smoking indoors only in an area covered by an onsite consumption permit in good standing. They also require that at least half of a dispensary's staff live in Oakland and that workers be paid a living wage under OMC Chapter 2.28.

DCC data refreshed on 2 Nov 2026 show 11 active storefront retailer licenses in Oakland, each at its own address, and three active microbusiness licenses at three more addresses; one of those, Root'd in the 510 on Telegraph Avenue, is due to expire on 6 Dec 2026. The same data list expired or surrendered licenses at several former storefronts, including Blum on West Grand Avenue, so look for the state license in the window and scan its QR code, which DCC says shows whether the license is active.

What tax do you pay on cannabis in Oakland?

Two state-collected charges are added to the shelf price: sales tax, which CDTFA's table of rates effective 1 Oct 2026 lists at 10.75 percent for Oakland, and California's cannabis excise tax of 15 percent of gross receipts. Sales tax is figured on the price with the excise included (RTC 34011.2). Urbana's site states that state and local taxes are added to every product, so the menu figure there is not what you pay at the counter.

Oakland's sales tax rate went from 10.25 to 10.75 percent on 1 Oct 2025, when CDTFA put into effect a new 0.5 percent tax the city had approved, and the 1 Oct 2026 round of changes did not touch it. The excise moved the other way on the same day: AB 564 took it from the 19 percent charged between 1 Jul and 30 Sep 2025 back to 15 percent and put off the next adjustment until fiscal year 2028 to 2029.

Where can you use cannabis in Oakland?

On private property with the owner's consent, and in a permitted lounge; almost nowhere else. State law lets adults 21 and over smoke or ingest cannabis (HSC 11362.1) but forbids doing either in a public place, smoking it wherever tobacco is banned, and lighting up near a school, day care or youth center, within 1,000 feet, during hours when children are there (HSC 11362.3). Using cannabis in public can bring a fine as high as $100, while a smoking offense in a tobacco-free place or close to a school during those hours can reach $250 (HSC 11362.4).

Oakland's Smoking Pollution Control Ordinance, Chapter 8.30, draws its own lines. Its 2024 recitals note that it already barred smoking at bus stops, in childcare centers and on public trails and in parks, and it defines a recreational area as any outdoor space the city owns or runs for recreation, from picnic areas, playgrounds and sports fields to walking paths, gardens, hiking trails and bike paths. Ordinance 13820, adopted on 3 Dec 2024 and in force from 2 Jan 2025, made vaping count as smoking and closed the open-air areas of bars as well; the first offense costs up to $100, rising to $200 and then $500 for repeats within a year.

That rules out the paths around Lake Merritt, which are public places where state law already bans smoking or eating cannabis. In the East Bay Regional Park District, section 404.3 of Ordinance 38 bans smoking and any vapor device in every district park, including Martin Luther King Jr. Regional Shoreline, a shoreline park the district leases from the Port of Oakland beside the airport on San Leandro Bay.

Homes come with limits of their own. Since the 2024 amendments, smoking is banned inside the units of multi-unit housing in Oakland except for the legal smoking of cannabis, which an owner or homeowners' association may still prohibit, and owners must tell prospective tenants and buyers which rules apply (OMC 8.30.045). DCC adds that property owners can bar cannabis use on their land and that most hotels do not allow it in guest rooms, and since 1 Jan 2024 state law has made every hotel and motel guest room smoke-free (Labor Code 6404.5), so smoking or vaping cannabis there is barred (HSC 11362.3).

Can you smoke in an Oakland cannabis lounge?

Yes, where the city has issued the permit. Under OMC 5.80.025 a dispensary needs a secondary onsite consumption permit before anyone may consume cannabis on its premises, and Ordinance 13843, passed 8 to 0 on 20 May 2025, set the terms for permits that allow smoking. The application has to say whether combustion is planned and whether it will happen indoors or outdoors, and an indoor smoking room needs its own heating and ventilation system, exhaust filtered to remove all odor and smoke, solid partitions and self-closing doors fitted with gaskets. No employee can be required to go into the room.

The same ordinance exempts the area named in a consumption permit from the smoking ordinance's indoor limits. A year earlier, Ordinance 13798 of 18 Jun 2024 let the City Administrator grant a consumption permit to a permitted dispensary however long it has operated and dropped the separate public hearing. Each permit lasts one year, and its conditions of approval include a parking plan, a ventilation plan, an anti-drugged-driving plan and set hours of operation.

Of the seven shops, Urbana is the one whose own site describes a consumption lounge: its Oakland page says the West Grand Avenue store includes one, and its June 2026 calendar listed gatherings in the store's Large Lounge, though the chain's general FAQ says consumption is not permitted inside Urbana locations, so ask staff before planning around it. Ivy Hill presents a lounge at the Parkway Theater as a future addition, not a current one. State law sets the floor for any lounge: entry only for adults 21 and over, no consumption visible from a public place or an area open to minors, and no sale or use of alcohol or tobacco (BPC 26200(g)).

Cannabis events need city approval as well. Ordinance 13775, passed on 19 Dec 2023, removed the limit on the number of city special event permits involving the sale or consumption of cannabis, and under BPC 26200(e) DCC issues temporary event licenses only in places where the local jurisdiction authorizes such events.

Can you take cannabis through Oakland San Francisco Bay Airport (OAK)?

No. OAK lies inside the City of Oakland, and its terminals count as public places, where HSC 11362.3 forbids smoking or eating cannabis. The airport's rules and regulations are set by the Board of Port Commissioners of the City of Oakland, and DCC's delivery rules forbid a licensed driver from bringing cannabis to any address on publicly owned land.

Federal law is the bigger hurdle. TSA's What Can I Bring entry, last updated on 27 Apr 2026, lists medical marijuana as allowed with special instructions in carry-on and checked bags without saying what the instructions are, and notes that its checks target security threats rather than drugs, with any contraband turned over to police, and DCC warns that taking cannabis across state lines is illegal. The federal rule effective 28 Apr 2026 moved just two groups into Schedule III, drugs the FDA has approved and marijuana handled by holders of state medical licenses, so cannabis bought for adult use is still a Schedule I drug at the checkpoint.

BART links the airport with downtown Oakland. BART says its airport station is a short walk from both terminals, the wait averages about 4.5 minutes and the ride to Coliseum takes about 9 minutes; you pay the fare when you arrive at Coliseum's Platform 3. From Coliseum, an Orange Line train toward Richmond reaches 12th Street Oakland City Center in about 12 minutes. AC Transit Line 73 links the terminals with Coliseum station every 15 minutes from 4:56 am to 12:06 am, and Line 805 runs hourly from 12:35 am to 4:30 am.

Use what you buy only on private property whose owner allows it, such as a home or a rental whose host permits cannabis; not in the terminals, not on BART or a bus and not in a car. The closest of the seven shops to the airport is Harborside on the Embarcadero, about 5.1 miles in a straight line from 1 Airport Drive. DCC data also list an active microbusiness license for Phytologie Wellness Center on Enterprise Way, about 2.3 miles from the airport station, which this page does not profile.

Before you buy in Oakland

Carry a current government photo ID; the clerk has to see that you are 21 or over. A foreign passport is as good as a U.S. one under state rules, and Urbana's FAQ names out-of-state driver's licenses and passports among the IDs a tourist can use. Buyers aged 18 to 20 need a physician's recommendation for medicinal cannabis, and Urbana, with no medical menu, serves no one under 21.

Check the license before you pay. DCC requires each retailer to post its state license in the window, and scanning the QR code on the certificate tells you whether it is active. Several former Oakland storefronts now show expired or surrendered licenses in DCC data, and DCC warns that unlicensed stores may sell untested products.

Settle on a legal place to use it before buying. In Oakland that means a private home or a rental whose host allows it, or a lounge that holds a city consumption permit; not a park or the Lake Merritt paths, not a bus stop or a bar patio, and never BART, a car or the airport.
