Santa Ana dispensaries: 8 licensed shops by area (2026)

Santa Ana's licensed cannabis storefronts are profiled here by Cannabis City Guides, an independent local publisher. Adult-use buyers need valid photo ID proving they have turned 21. DCC license data refreshed 3 Nov 2026 show 23 active storefront retailer licenses at 22 Santa Ana addresses, every one of them in the south of the city. Eight shops are covered, one per corridor; Anaheim, Orange, Tustin, Irvine, Costa Mesa, Garden Grove and Fountain Valley are separate cities and are left out.

Santa Ana allows cannabis storefronts, consumption lounges tied to a permitted store and city-run cannabis festivals, which sets it apart from Anaheim, Orange and Tustin next door. DCC license data refreshed and read on 3 Nov 2026 show 23 active storefront retailer licenses at 22 addresses in the city, all in ZIP codes 92704, 92705 and 92707, and none in Downtown: the nearest one to the Santa Ana Regional Transportation Center is about 1.75 miles away in a straight line. City code bars setting the cap on retail permits below 30, and the city opened applications for three remaining slots in the autumn of 2026.

Only the incorporated City of Santa Ana is covered. Anaheim, Orange, Tustin, Irvine, Costa Mesa, Garden Grove and Fountain Valley each run their own cannabis rules, so their stores are not listed even where they sit across a boundary street. The Census Bureau's geocoder places all 23 licensed storefronts inside Santa Ana city, by street address or, where it finds no address match, by DCC's premises point, while the bus stop on John Wayne Airport's arrival level falls outside every city, in unincorporated Orange County.

The eight shops below were picked by corridor and transit access, not ranked: Edinger Avenue near Grand, Elk Lane east of Grand, East Warner near Red Hill, South Grand by Dyer Road, Orange Avenue by Alton, West Central near South Main, Yale Street off Warner Avenue, and Garry Avenue off Harbor. Licenses were matched to DCC records on 3 Nov 2026; opening times, phone numbers and services are taken from each shop's own website, read the same day. No shop paid to appear.

How buying works here

  1. 01Age and ID: Adult-use sales start at 21; a buyer aged 18 to 20 needs a physician's recommendation and may buy medicinal cannabis only. Under 4 CCR 15404 the clerk must inspect one of three kinds of ID: a government card carrying your photo along with your name, height, gender and birth date, a card issued to a member of the armed forces, or a U.S. or foreign passport. Legacy Kush's license is marked adult-use only in DCC data, so a patient under 21 should call before going there.
  2. 02Daily limit: 4 CCR 15409 gives each adult-use customer a ceiling for one day at one store of 28.5 grams of flower or other unconcentrated cannabis, 8 grams of concentrate (edible and vape contents count toward it) and 6 immature plants. Patients may take home as much as 8 ounces of dried flower a day, or the amount their recommendation specifies.
  3. 03Hours: State rules confine sales and deliveries to 6 am through 10 pm (4 CCR 15403), and Santa Ana's code, as amended in 2022, limits retail hours to 7 am through 11 pm, so a store here may sell from 7 am to 10 pm. Evergreen's site lists a 6 am opening and From the Earth opens at 7 am; Evergreen, Blüm and From the Earth close at 10 pm daily, as 420 Central does from Monday to Saturday.
  4. 04Tax: CDTFA's table effective 1 Oct 2026 puts Santa Ana's sales tax at 9.25 percent, and California adds its cannabis excise tax, set at 15 percent of gross receipts. The city also taxes a retailer's gross receipts at 7 percent, and SAMC 21-133 lets a store recover that tax only inside the price of the product, never as a separate charge.
  5. 05Delivery: Evergreen, Blüm, From the Earth and 420 Central say they deliver; Legacy Kush, Catalyst, West Clinik and ASHE Society are pickup only. City rules allow deliveries only from a permitted storefront, and 4 CCR 15416 keeps drivers away from addresses on public land or in buildings a public agency leases, and from schools, day care centers and youth centers.
  6. 06Paying: Evergreen, Catalyst, West Clinik, ASHE Society and From the Earth list cash and debit, and Legacy Kush takes debit through a cashless ATM. Catalyst, Legacy Kush, West Clinik and ASHE Society say they do not take credit cards; at From the Earth one FAQ answer names Visa, Mastercard, Discover and American Express while another lists only cash and debit. Six of the eight say they keep an ATM on site.

Is there a licensed dispensary near Disneyland?

Not in Anaheim. DCC's data on local rules list Anaheim as prohibiting both storefront and delivery retail, and DCC's license data pulled on 3 Nov 2026 show no active storefront retailer anywhere in Anaheim. The closest active storefronts to the Disneyland Resort are four in Stanton, on Monroe Avenue and Chestnut Avenue, each about 4 miles away in a straight line; this page does not profile them because Stanton is a separate city.

The nearest Santa Ana storefront is West Clinik on Yale Street, about 6.6 miles from the resort, with Kannabis Works on Susan Street a little farther. By bus, OC Bus Route 43 runs every day along Harbor Boulevard from its Harbor and East Shuttle Area stop by the resort to its southbound Harbor and Garry stop in Santa Ana, about 0.15 mile from ASHE Society, and the weekday Route 543 runs the same stretch with fewer stops, ending at Harbor and MacArthur rather than Garry.

Do not carry anything you buy into the parks. Under the Disneyland Resort's rules, nobody may smoke marijuana or any other illegal substance on the property at any time, marijuana and products enriched with it are on the prohibited-items list, and every person and bag may be screened. The parks, the Esplanade and the Downtown Disney District are smoke free, tobacco and vapor products are allowed only in designated outdoor areas, and guests may not smoke in Disney hotel rooms or on their balconies or patios.

How do you get around Santa Ana by bus and train?

Mostly by OC Bus. The Santa Ana Regional Transportation Center at 1000 East Santa Ana Boulevard is the city's rail hub, served by Metrolink and by Amtrak's Pacific Surfliner, but the closest licensed storefront, Evergreen, is about 1.75 miles away and the farthest of the eight, ASHE Society, about 4.73 miles. Tustin station, across the city line, is nearer than Santa Ana's for Catalyst (about 2.26 miles) and Blüm (about 2.57 miles). The OC Streetcar is still in testing; OCTA says service starts early in 2027.

OCTA's schedule data for the service period ending 7 Nov 2026 show Route 70 on Edinger Avenue near Evergreen and Legacy Kush, Route 59 on Grand Avenue by Evergreen and Blüm, Route 72 on Warner Avenue near Catalyst, 420 Central and West Clinik, Route 55 at Alton and Oak by From the Earth, and Route 43 on Harbor Boulevard by ASHE Society. Routes 70, 72, 59, 55 and 43 run seven days a week, while Routes 76 and 543 run on weekdays only.

No cannabis use on any of it, and HSC 11362.3 bars even an open package aboard a bus or train. OCTA's code of conduct bans smoking, including e-cigarettes and vaporizers, on its buses and forbids possessing or using illegal drugs on its vehicles and at its facilities, and Penal Code 640 makes smoking where a transit system forbids it an infraction. Metrolink asks riders not to smoke on trains or platforms, e-cigarettes included. In a car, Vehicle Code 23221 forbids anyone, driver or passenger, from using cannabis on the road, and Vehicle Code 23222 makes it an infraction, fined at no more than $100, for a driver to have an open container of it on them unless it is in the trunk.

Neighborhoods, transit, parking

The two northernmost stores are on the Edinger side of the industrial district south of Downtown: Evergreen at Edinger Avenue and Grand, about 1.75 miles from Santa Ana station with OC Bus Route 70 stopping about 0.15 mile away, and Legacy Kush on Elk Lane, about 0.11 mile from Route 70's stop at Edinger and Lyon. Catalyst sits on Pullman Street off East Warner Avenue, about 2.26 miles from Tustin station, which is nearer to it than Santa Ana's.

Toward the airport, Blüm is on South Grand Avenue near Dyer Road, about 0.09 mile from Route 59 and, like Catalyst, closer to Tustin station than to Santa Ana's, and From the Earth is on Orange Avenue by Alton Avenue, about 2 miles from the John Wayne Airport arrival stop. 420 Central is on West Central Avenue west of Main Street, with Route 72 stopping about 0.19 mile away and Route 53 about 0.29 mile.

On the west side, West Clinik on Yale Street is the Santa Ana storefront closest to Disneyland in DCC data, about 6.6 miles away, and ASHE Society is on Garry Avenue just off Harbor Boulevard, about 0.12 mile from Route 43 and about 0.39 mile from The Observatory. Distances are straight lines from DCC's premises points to stop and station positions in OCTA, Metrolink and Amtrak data.

Which part of Santa Ana should you shop in?

Pick by where the day takes you. Coming from Downtown, the Bowers Museum or the zoo, the Edinger stores are closest: Evergreen, which says it has been on Edinger Avenue since 2016 and is family-run, opens at 6 am by its own listing, and Legacy Kush, a few blocks east on Elk Lane, opens at 9 am and does not deliver.

For the airport side, Blüm on South Grand Avenue has kiosks for express pickup and a delivery service it says reaches 30 miles, and From the Earth on Orange Avenue, which DCC marks as an equity retailer, opens at 7 am and delivers until 10 pm. Catalyst on Pullman Street, near the Tustin line, takes orders for pickup only and says its prices include tax.

West of Main, 420 Central on Central Avenue calls itself a Measure BB dispensary, a name from the city's 2014 medical program. On the west side, West Clinik on Yale Street offers curbside pickup, and ASHE Society on Garry Avenue, about 0.39 mile from The Observatory, runs express pickup and no delivery. For any other Santa Ana address, check DCC's license search before you buy.

What else should a visitor know about Santa Ana?

Orange County approved Proposition 64 narrowly in Nov 2016, 619,701 votes to 571,646, about 52.0 percent. Santa Ana had approved its own medical dispensary program two years earlier, and in Nov 2018 its voters passed Measure Y, the business tax on cannabis activity that still applies to adult-use sales.

The weather is mild and dry for most of the year. At the city's fire station, normal highs run from 68.4 F in December to 84.6 F in August, about 10.7 of the 12.54 inches of a normal year's rain falls between November and March, and about 30 days a year exceed 90 F. The calendar between November and April includes the Bowers Museum's exhibition on Xiaoze Xie, the city's Plaza Navideña tree lighting on Fourth Street and concerts at The Observatory on Harbor Boulevard.

What are Santa Ana's own cannabis rules?

Every Santa Ana storefront needs a state retail license from DCC and a city Regulatory Safety Permit under Chapter 40 of the Municipal Code. Voters approved Measure BB, the city's medical marijuana program, on 4 Nov 2014; the City Council created Chapter 40 for adult-use businesses in November 2017, and the city has permitted adult-use retail since January 2018. Ordinance NS-3026, given its second reading on 4 Oct 2022, merged the medicinal and adult-use rules, added consumption lounges and temporary consumption events, and cut several cannabis tax rates.

Section 40-4 says the cap on retail permits may never be set below 30 and lets every permitted store sell both medicinal and adult-use cannabis. The city's commercial cannabis portal reported three open retail slots out of the 30 and set a Phase 1 application period from 16 Sep to 16 Oct 2026 and a Phase 2 period from 26 Oct to 25 Nov 2026. The same page says deliveries are allowed only as part of a brick-and-mortar store, so stand-alone delivery services are not permitted in the city.

The operating standards in Section 40-8 require a licensed security guard whenever a store is open, ban alcohol and tobacco sales other than rolling papers and lighters, and limit hours to 7 am through 11 pm. Guards and staff must see that customers leave and do not use cannabis on the property, in the lot or nearby. A store may run a separate education room of up to 100 square feet where a customer may consume no more than half a gram, but only with an administrative permit from the Planning and Building Agency.

DCC data refreshed 3 Nov 2026 list 23 active storefront retailer licenses in Santa Ana. Two of them share 730 Dyer Road, where a second license was issued on 19 Oct 2026, so they cover 22 addresses; the same data show 12 expired and 7 surrendered retailer licenses at Santa Ana premises. Under DCC's rules a retailer posts its state license where shoppers can see it from outside, and scanning the certificate's QR code confirms its status.

What tax do you pay on cannabis in Santa Ana?

Two taxes apply to every adult-use sale: Santa Ana's 9.25 percent sales tax, as listed in CDTFA's table effective 1 Oct 2026, and California's 15 percent cannabis excise tax, charged on gross receipts and, under RTC 34011.2, shown as its own line on the receipt. A third, the city's own cannabis business tax, is folded into the shelf price rather than added at the counter. A patient showing a state Medical Marijuana Identification Card with photo ID is spared the sales tax on medicinal buys, though not the excise.

The sales tax is built from California's 7.25 percent base, the Orange County Local Transportation Authority's 0.5 percent and the City of Santa Ana's 1.5 percent transactions and use tax, which CDTFA lists as operative from 1 Apr 2019 with a sunset date of 31 Mar 2029. The excise rate has been 15 percent since 1 Oct 2025, after AB 564 reversed a 19 percent rate that applied for three months from 1 Jul 2025.

Under SAMC 21-133, an adult-use retailer pays the city 7 percent of gross receipts or $25 per square foot a year, whichever is higher; a qualified social equity retailer pays 5 percent. The rate was 8 percent from 21 Dec 2018 to 31 Dec 2022. Subsection (i) says a business may pass this tax to customers only as part of the product price, which is why ASHE Society's site says the city tax is included in its prices. Catalyst and Evergreen say their shelf prices already include all taxes, while West Clinik says its listed prices are before tax.

Where can you use cannabis in Santa Ana?

On private property whose owner allows it, and inside a permitted lounge; nowhere public. State law lets adults 21 and over use cannabis (HSC 11362.1) but bars smoking or eating it in a public place, smoking it wherever tobacco smoking is banned, and smoking it close to schools, day care centers or youth centers (inside 1,000 feet) while children are on site (HSC 11362.3). Public use can cost up to $100, and the other offenses up to $250 (HSC 11362.4).

City parks are out. Santa Ana's park pages, from Sasscer Park downtown to Prentice Park beside the zoo, list smoking among prohibited activities under SAMC 31-2.19 and give park hours of 6 am to 10 pm. The Santa Ana Zoo bans smoking, electronic devices included, and the library's rules of conduct forbid consuming marijuana products and smoking or vaping in a library or within 20 feet of an entrance.

Downtown's plazas and Fourth Street sidewalks are public places, and so are the grounds of the Old Orange County Courthouse, which OC Parks runs as a historic site on Santa Ana Boulevard. Lodging has limits too: DCC says landlords can prohibit cannabis on their property and that most hotels do not allow it, and since 1 Jan 2024 state law has kept smoking, vaping included, out of every hotel and motel room in California, so ask about anything else before booking.

Can you smoke in a Santa Ana cannabis lounge?

Only in one the city has approved, and none of the eight shops here advertises one. Since 1 Jan 2023, when the 2022 update took effect, Section 40-8 has allowed a consumption lounge as an ancillary use of a permitted store, on the same site and physically connected to it, with a separate permitting process in Section 40-9.2; Evergreen's FAQ says plainly that its retail license does not cover on-site use.

Inside a lounge, products must be bought there and used there; customers may not bring their own, and anything opened may leave only in a resealed package that meets state rules. Food is allowed, alcohol and tobacco are not, entry is limited to adults 21 and over, and use must not be visible from a public place or anywhere minors may be. Outdoor smoking needs odor controls the city has approved. These follow the state conditions in BPC 26200(g).

The ordinance also allows temporary consumption events at a store's own site, lasting up to 48 hours between 8 am and 10 pm, with a Land Use Certificate filed at least 45 days ahead, and larger consumption festivals that only the city may organize, with cannabis and food sourced from Santa Ana businesses. The city's festivals page describes such events as a way to support local licensed businesses, educate the public and show how cannabis tax money is spent, and says every event needs the required city permits.

Can you take cannabis through John Wayne Airport (SNA)?

Not adult-use cannabis. The airport's terminals are public places, where HSC 11362.3 bars smoking or eating cannabis, and federal law governs the checkpoint. TSA's medical marijuana page, updated 27 Apr 2026, marks it 'Yes (Special Instructions)' for both bag types without spelling out those instructions, and explains that screeners look for security threats rather than drugs, yet anything illegal they come across is referred to police; DCC adds that cannabis may not be carried over state lines. Since 28 Apr 2026 a federal rule has placed just two groups in Schedule III, FDA-approved drugs and marijuana handled under a state medical license, so adult-use cannabis remains in Schedule I.

John Wayne Airport belongs to the County of Orange and uses a Santa Ana mailing address, 18601 Airport Way, but it sits outside the city. The airport's own media guide places it on unincorporated county land between Costa Mesa, Irvine and Newport Beach, and the Census Bureau's geocoder agrees, returning Orange County and no city for the arrival-level bus stop and four other points on the airport grounds. One answer on the airport's traveler FAQ page still names the city of Santa Ana.

OC Bus Route 76 serves the terminal: the airport says it runs to Huntington Beach from 6 am to 6 pm on weekdays, leaving from in front of Terminal A Pillar 2 on the arrival level, and OCTA's schedule data show weekday trips only. Along MacArthur Boulevard it stops at MacArthur and Harbor Business, about 0.26 mile from ASHE Society. The airport lists the Irvine, Santa Ana and Tustin train stations as its nearest, each about 10 miles away by its count.

Of the eight shops, From the Earth on Orange Avenue is closest to the arrival-level stop, about 2 miles in a straight line. In DCC data the Santa Ana storefront closest to that stop is Catalyst OC3 on Halladay Street, about 1.89 miles away, which this page does not profile. Whatever you buy, use it only on private property with the owner's permission, never in the terminal, on a bus or in a car.

Before you buy in Santa Ana

Bring a physical, unexpired photo ID. Under state rules the clerk can accept a government-issued card that shows your photo, date of birth, height and gender, an armed forces ID, or any country's passport, and Legacy Kush and West Clinik say they will not accept photos or digital copies of an ID.

Find the state license posted at the entrance window and scan the code on it; DCC data list 19 expired or surrendered retailer licenses at Santa Ana premises, and several of those addresses now hold newer licenses issued to different companies. Expect a separate excise line on the receipt even where the shelf price already folds in the city tax.

Plan where you will consume it first. In Santa Ana that means a private home where the owner allows it or a lounge the city has approved; not a park, the zoo, a library, an OC Bus, a train platform, a car, the airport or the Disneyland Resort.

FAQ

How many licensed dispensaries are in Santa Ana?

DCC data refreshed 3 Nov 2026 list 23 active storefront retailer licenses in Santa Ana at 22 addresses, since two licenses share 730 Dyer Road, and no microbusiness storefronts. City code says the cap on retail permits can never be set below 30. This page profiles eight of the stores, one per corridor.

Is there a dispensary in Anaheim near Disneyland?

No. DCC's local-rules data list storefront and delivery retail as prohibited in Anaheim, and its license data pulled 3 Nov 2026 show no active storefront retailer there. Four stores in Stanton are about 4 miles from the resort in a straight line; in Santa Ana, West Clinik is nearest, about 6.6 miles away.

Source: cannabis.ca.gov

Can you bring cannabis into Disneyland?

No. The Disneyland Resort puts marijuana, including products enriched with it, on its prohibited-items list, forbids smoking it on the property at any time and may screen guests and their bags. Leave it where you are staying, if the owner allows it there.

Can tourists buy cannabis in Santa Ana?

Yes, if they are 21 or older and carry valid ID. Any licensed store can sell adult-use cannabis to a visitor who shows government photo identification, an armed forces ID or a passport, foreign passports included. Using it legally afterward is harder, since public places, parks and most hotels are off limits.

Source: cdn.cannabis.ca.gov

Is John Wayne Airport in Santa Ana?

No, only its mailing address is. The County of Orange, which owns the airport, describes it in its media guide as sitting on unincorporated county land between Costa Mesa, Irvine and Newport Beach, and the Census Bureau's geocoder places the terminal area in no city, although one traveler FAQ answer says Santa Ana. Cannabis may not be used in the terminals either way, and TSA refers illegal finds to police.

Source: files.ocair.com

Can I fly out of John Wayne Airport with cannabis?

Not with adult-use cannabis. TSA screens for threats rather than drugs but turns over anything illegal it finds to police, DCC says carrying cannabis across state lines is illegal, and federal law still classes adult-use cannabis as Schedule I.

Source: tsa.gov

Which Santa Ana dispensary is closest to John Wayne Airport?

In DCC data, Catalyst OC3 on Halladay Street is the Santa Ana storefront closest to the airport's arrival-level bus stop, about 1.89 miles in a straight line, though one licensed store across the line in Costa Mesa is nearer, about 1.3 miles away. Of the eight shops on this page, From the Earth on Orange Avenue is closest, about 2 miles away.

What is the tax on cannabis in Santa Ana?

Sales tax is 9.25 percent, including a 1.5 percent city tax CDTFA lists through 31 Mar 2029, and the state excise tax is 15 percent of gross receipts. The city's 7 percent tax on retailers' gross receipts may reach buyers only inside the shelf price, so it is not a separate line.

Source: cdtfa.ca.gov

Are there cannabis consumption lounges in Santa Ana?

City code has allowed them since 1 Jan 2023, when the 2022 update took effect, as an ancillary use attached to a permitted store, with products bought and used on site, no alcohol or tobacco and entry from 21. None of the eight shops on this page lists a lounge on its own site, so ask a store before planning around one.

Source: storage.googleapis.com

What hours can Santa Ana dispensaries open?

From 7 am to 10 pm, where the two sets of rules overlap: 4 CCR 15403 allows sales and deliveries from 6 am until 10 pm, and city code (SAMC 40-8) limits stores to 7 am through 11 pm. Evergreen's site lists 6 am to 10 pm daily, earlier in the morning than the city's hours, so call before an early visit; Blüm and From the Earth also close at 10 pm.

Source: cdn.cannabis.ca.gov

Which Santa Ana dispensaries deliver?

Of the eight shops on this page, Evergreen, Blüm, From the Earth and 420 Central say on their own sites that they deliver. Legacy Kush, Catalyst, West Clinik and ASHE Society take orders for pickup only. City rules allow delivery only from a permitted storefront.

Source: santa-ana.gov

Can you smoke cannabis in Santa Ana parks?

No. The city's park pages list smoking among prohibited activities under SAMC 31-2.19, and HSC 11362.3 forbids smoking or eating cannabis in public places such as parks. The Santa Ana Zoo also bans smoking, electronic devices included.

Source: santa-ana.gov

Can you use cannabis on OC Bus or at the train station?

No. OCTA bans smoking, including e-cigarettes and vaporizers, on its buses and forbids illegal drugs on its vehicles and at its facilities, and Metrolink asks riders not to smoke on trains or platforms. Stations and stops are public places under HSC 11362.3.

Source: octa.net

Which Santa Ana dispensary is closest to the train station?

Evergreen on Edinger Avenue, about 1.75 miles in a straight line from the Santa Ana Regional Transportation Center, is the closest of all 23 licensed storefronts in DCC data. Legacy Kush on Elk Lane is about 1.93 miles away; OC Bus Routes 59 and 70 stop near both.

Source: metrolinktrains.com

Is the OC Streetcar running?

Not yet. OCTA says the streetcar is in testing in Downtown Santa Ana and that passenger service starts early in 2027. Its 16 stops over 4.15 miles will link the Santa Ana Regional Transportation Center with the Harbor corridor, by way of Downtown Santa Ana.

Source: octa.net

Does this page cover Anaheim, Orange, Tustin or Costa Mesa?

No. Those four, along with Irvine, Garden Grove and Fountain Valley, are separate incorporated cities, and DCC's local-rules data treat every one of them separately. This page covers the incorporated City of Santa Ana only, so stores across a city line are not listed.

Source: cannabis.ca.gov

Can you smoke cannabis in a Santa Ana dispensary parking lot?

No. City code requires each store's security guard and staff to make sure customers leave promptly and do not use cannabis on the property, in the parking lot or nearby (SAMC 40-8), and Evergreen's FAQ says use is not allowed anywhere on its property, cars included.
